4. Regulation 17 and 18 - Examination and Examiner's Report (2020)

Following the formal consultation on the draft the Steeton with Eastburn and Silsden Neighbourhood Development Plan (under Regulation 16 of the Neighbourhood Planning (General) Regulations 2012), the plan has been subject to independent examination.

Robert Bryan BA (Hons) DipTP MRTPI of Robert Bryan Planning was appointed to carry out the independent examination.

Copies of the draft Neighbourhood Plan, supporting documentation and representations received during the consultation were provided to the examiner for his consideration.

The examination considered whether the plan meets the basic conditions and other requirements set out in law, in particular whether it:

  • has regard to national policy
  • contributes to the achievement of sustainable development
  • is in general conformity with the adopted strategic policies for the local area
  • is compatible with EU obligations
  • meets human rights requirements.

The examiner issued information regarding how he intended to undertake the examination as well as various questions from the Parish and Town Council as well as City of Bradford Metropolitan District Council. These, together with the responses can be viewed on this page.

The Examiner's Report was received on 30 November 2020 and is published below. The report recommends that the Neighbourhood Plan can, subject to a number of modifications, progress to a referendum. The report and the recommendations will be considered by the Council's Executive (5 January 2021) where a decision will be made on taking it forward to referendum.
